DATA DEFINITIONS AND CAVEATS

STUDENT TYPES

Student types are reported based on participation in activities, or enrollment into adult education coursework at a community college noncredit program or an adult education school located in a K12 School District.

Starting in Spring term 2020, in-person noncredit courses in the Chancellor's Office Management Information System (COMIS) were converted to distance education modalities using synchronous live interactions between students and instructors, asynchronous methods in which students accessed materials and instruction on their own time, and/or a combination of the two. Colleges implementing distance education modalities for their courses that included asynchronous instruction, where students can log in and access information and assignments without solely interacting directly with the instructor, were directed to use the Alternative Attendance Accounting Procedure used for distance education. Noncredit Distance Education does not have a code in XB01 Section-Accounting-Method data element but instead is directed to use "I" for Independent Study. When XB01 is flagged as "I," SX05 Enrollment-Positive-Attendance-Hours must be equal to"88888." Therefore, using SX05 as the method for determining contact hours in noncredit may not work starting in Spring 2020 term for some colleges. However, colleges who chose to follow the Chancellor's Office exception and implement the positive attendance accounting method for synchronous DE instruction could still submit noncredit student data in SX05.

Therefore, the CO has decided to treat Spring 2020 term differently in terms of using SX05 to determine both one contact hour required for enrollment as a Reportable Individual and 12 contact hours required for Participants. For the AEP 4.0, students enrolled in Spring term, who either have no values for SX05 for Reportable Individuals or less than 12 for Adult Participants, will be included in both definitions if there is any value in the SX files or Student Enrollment Data Elements for that student. To be included in the Participant definition for students enrolled in Spring 2020, they still have to be enrolled in one of the six recognized program areas. Using this methodology may lead to counts of both Reportable Individuals and Participants being overstated. However, outcomes will be captured for more students.

Reportable Individuals: Reportable Individuals are people who are at least 16 years of age at the time of entry and receive any noncredit support service or participate in one or more instructional contact hours at a K12 adult school or noncredit community college program that is part of an adult education consortium. Students under age 18 are eligible as emancipated minors to enroll in adult education. While California Adult Education Program (CAEP) funding can only be used for students 18 and older (per education code), the dashboard collects data on many other adult education students regardless of funding source which all have various age requirements. For example, WIOA Title II does include students 16 to 18 years of age. As stated above, students who enrolled in Spring 2020 term in noncredit courses except on TOP codes for Tutoring and Supervised Study Skills will be included even if they have not met the one positive attendance (SX05) or instructional contact hour threshold.

Participants: Participants are reportable individuals who receive 12 or more instructional contact hours at any institution within the academic or program year. The 12 instructional contact hours can come from enrollment in any combination of AEBG programs. Participants are counted within one of the six major program areas (described below under Programs) when there is at least one program flag or one or more instructional contact hours matching the program criteria. As stated above, students enrolled in Spring 2020 term in any noncredit courses in any of the six major Adult Ed program areas will be included even if they have not met the 12 positive attendance (SX05) or instructional contact hour threshold.

Drilldowns: The drilldowns by gender, race/ethnicity and age group are still available in the "Drilldown" selection box. Program Type is also available as a selection in the "Drilldown" selection box by ABE, ASE, ESL and CTE depending on the metric displayed. However, a new way to look at most of the Detailed Data graphs has been added with a "Student Type" selection box as part of Release 3.0. There are three options in that selection box: All (Enrolled) Students, First-Time Students, Returning or Continuing Students. It is possible to make selections in both of the drilldown boxes to see the results on the displayed graph.

Alignment with Student Success Metrics Dashboard for COMIS: Students considered Adult Education students for the Adult Education Pipeline dashboard can be included in two of the student journeys on the Student Success Metrics (SSM) dashboard: Adult Education/English as a Second Language Student Journey or Short-Term Career Education Student Journey.

SSM students are assigned to journeys based on the educational goals that students select, either as their informed goal once enrolled in community college, or from OPEN CCC Apply version of the application form (if no informed goal is available) or based on course taking behavior that indicates adult education course-taking for both Adult Education/English as a Second Language and Short-Term Career Education. Students who take noncredit CTE courses are included in the Short-Term Career Education journey.

For Adult Education/English as a Second Language Students:

        Goal: To improve basic skills in English, reading, or math

        Goal: To complete credits for a high school diploma or GED

        Goal: To move from noncredit coursework to credit coursework

        Enrollment pattern: Took 12+ contact hours in a noncredit adult basic education, adult secondary education, or ESL courses

 

Short-Term Career Students:

        Goal: To earn a career technical certificate without transfer

Noncredit Institutions: Include noncredit programs offered by community colleges that also offer credit programs and distinct community college noncredit institutions.

K12 Adult Schools: Include any institution offering adult education programs:

Another view of student characteristics is by barriers to employment. Note that Workforce Reentry has been renamed Workforce Preparation. However, the definition is the same: Programs for adults, including, but not limited to, older adults, that are primarily related to entry or reentry into the workforce.

      Barriers to Employment:

For these categories without an "*", circumstances for students may change year to year.

The Program Year (PY) for adult education is from July 1st to June 30th. For K12 adult schools and WIOA Title II funded programs this includes the four quarters from July 1 to September 30th, October 1st to December 31st, January 1st to March 31st, and April 1st to June 30th. For community colleges, start dates vary by institution. This includes all semesters/quarters/terms within the academic year, starting with a leading summer, followed by the fall, winter, and spring semesters.

For the purposes of this Metric Definition Dictionary (MDD), the terms ProgramYear, academic year and selected year can be considered interchangeable.

 

THREE DATA DISAGGREGATIONS (For All Metrics)

Total counts can be displayed with subtotals in three ways. Disaggregated data is provided by the following three demographic characteristics for all metrics (except when they are displayed under the "Demographics" section as metrics themselves):

      State: includes all reporting noncredit institutions and K12 adult schools in California.

*Note: for community colleges in multi-college districts reporting into TOPSpro, data from TE will only be reported at the community college district level since data is not available from TE at the college level for multi-college districts. Therefore, COMIS data only will be displayed at the institutional level for community colleges who do not report into TE or who report at the district level into TE.

 

DATA CAVEATS OR LIMITATIONS

Noncredit Enrollment in TOPSpro Enterprise (TE) or Chancellor's Office Management Information System (COMIS)

         As state above, since the data reported into TOPSpro is at the community college district level, data from TE will not be displayed at the institutional level for colleges in multi-college districts. However, data can also be viewed at the community college district level in the selection box that will be expanded to include community college districts and renamed "Institutions or Community College Districts."

         Conventions used in SQL Code within this MDD describe the intended results and may need interpretation by programmers to meet the criteria. For example, in TOPSpro separate metrics for Disabled and for Veteran do not exist. These are values in a string called PersonalStatuses that are separated by semi-colons. They are represented by "DSBL" for Physically Disabled and "V" for Veteran, amongst nine other values. In the MDD we use the SQL function WHERE PersonalStatuses IN (Disabled, Veteran) to describe the intended outcome; however, programmers will need to write code to find either value within a string using wildcards and the LIKE statement: WHERE PersonalStatuses LIKE *DSBL* OR WHERE PersonalStatuses LIKE *V*.

Missing and Suppressed Information

         Data is suppressed at all levels or locales in the dashboard if one to nine students were in the cohort for a metric or if one or nine students attained the metric.

         When only one category is suppressed, the next largest category has also been suppressed except in the following instance for complementary suppression reasons:

          Whenever there were more than one "generated" subgroups such as "unknown/non-respondent" or "multiple values reported" and either includes a value of one to nine or if either one of these "generated" subgroups is zero, then the two subgroups have been combined and masked together to prevent a possible subgroup with ten or greater students from being suppressed for complementary reasons

          On the Student Success Metrics dashboard, the two drilldowns which have "generated" subgroups are gender and race/ethnicity

         For metrics where outcomes are expressed as averages, then a weighted average is calculated for the masked value.

         For all metrics where outcomes are expressed as medians or percentages, if one subgroup is suppressed, complementary suppression of another subgroup is not necessary.

Deduplication

         Student Counts are unduplicated within program counts but not across programs. Therefore, the sum of all program enrollment counts exceeds the total count of all Participants. Some students are in multiple programs within the same agency and program year.

         In metrics with more than one method for achieving an outcome, counts are deduplicated for reporting the final count.

         In cases where metrics identify the same student across multiple data sets, a derived key (DERKEY) match is based on student records with the same: Last Name, First Name, Date of Birth, and Gender. If any of these key metrics are blank or missing, the record is excluded from the denominator.

Agency Crosswalk

         An agency crosswalk is provided mapping institutions to micro-regions, consortia, community college district where applicable and county for living wage calculations.

         Colleges (indicated as CCDs in the Agency Type Detail column) are required to report through MIS although many also report through TOPSpro Enterprise. Coders are expected to merge and deduplicate students found in both COMIS and TOPSpro with a derkey match.

         There are a number of agencies linked in TOPSpro Enterprise with multiple consortia for TE reporting only. Each reporting institution has a unique agency ID in TE. Statewide reporting counts valid student enrollments by agency. Therefore, student records are unduplicated at the agency and consortia level. For the following three cases, agencies provide services under multiple consortia; however, the data is only reported in LaunchBoard under one.

DATA SOURCES

         Community college metrics are based on records submitted to the California Community Colleges Chancellor's Office Management Information System (COMIS) by community colleges and records submitted to TOPSpro Enterprise (TE) by community colleges. COMIS data is available beginning in 2012-13, and TOPSpro data is available beginning in 2016-17.

         Adult school metrics are based on records submitted to CASAS using TOPSpro (TE) Enterprise by K12 adult schools. Data element titles are those used in the TE dataset provided by CASAS to the Chancellor's Office for use in the LaunchBoard Adult Education data set.

         Employment and earnings metrics are based on records in California's Employment Development Department's Unemployment Insurance data. Unemployment Insurance data only contain wages for those employed in an occupation or industry covered by Unemployment Insurance in California. This excludes individuals employed by the military or federal government, and those who are self-employed, employed out of state, unemployed, or not in the workforce after completion of an award. The Unemployment Insurance data do not indicate how many hours an individual worked, part time/full time status or occupation.

         Living wage information is provided by the Insight Center for Community and Economic Development. Their living wage calculator can be viewed at https://insightcced.org/. Living wages are calculated based on a single individual in the counties where the adult education provider is located. For the community colleges, the county where the district is located per the California Community College Chancellor's Office is used. For more information, please refer to the Exempt Employment Information Sheet from EDD: https://www.edd.ca.gov/pdf_pub_ctr/de231ee.pdf.

         Data for employment and earnings metrics from the EDD UI wage data set, apprenticeship status and transfer metrics are based on matches using a student's Social Security Number (SSN). SSNs are recorded in SB01 Student-Identifier-Status. When SB01 = S, then SB00 Student-Identifier is the SSN and not the district ID.

         For the 4.0 build of the AEP dashboard (including 2019-20 as the most recent year of data), AE 401 Completion of One or More Educational Functioning Levels will include all three methods detailed below for capturing measurable skills gains reporting in 2019-20 to account for the different ways in which colleges are capturing skills progression in basic skills or ESL noncredit programs:

          For K12 adult schools or colleges that receive WIOA Title II funding, CAEP captures information on students that attained an increase in their Educational Functioning Level from data reported to CASAS through TOPSpro� Enterprise. This data is based on pre and post-testing protocols using the CASAS standardized assessment.

          For colleges that do not receive WIOA Title II funding and do not use a standardized assessment for pre and post testing their adult learners, CAEP captures skills gains by capturing course progression using the CB21 rubric and course flags for course level prior to college level. The calculation for this method is based on subsequent enrollment in a higher-level course in the sequence. For example, if a student is enrolled in an ESL course flagged as CB21 level D and subsequently enrolls into a course flagged as CB21 level C, they are automatically captured as having achieved a measurable skills gain. There is no separate reporting for these students; however, colleges should review the CB21 coding of their basic skills and ESL courses to ensure that data captured using this methodology is accurate.

          For colleges that do not receive WIOA Title II funding, but who do conduct pre and post testing of students using a federally approved testing instrument such as CASAS or TABE, the Chancellor's Office has created new student data element SA07. SA07 allows the college to identify the educational functioning level of the student based on the cut scores for that instrument (available from the testing provider). SA07 should be entered for the student upon their initial assessment, and every time the student is reassessed using the same instrument. SA07 creates a new date stamped record every time it is updated for the student. CAEP uses the updated records to identify when a student has been assessed at a higher educational functioning level and captures that as a measurable skills gain.
